if you need to buy coins look into bitinstant.com or if you must at a minimum use a vendor on SR with tons of positive reviews vending coins, just be careful because their is no escrow/protection for btc transactions unfortunately

bitinstant will only work for buying,
if you need to sell then look into the bitcoin wiki for an exchange such as mt gox that cashes out in the currency you need at https://en.bitcoin.it/wiki/Selling_bitcoins
though i cant figure out why you would simultaneously need to buy coins and offer to sell them at the same time...
